25 \boxed{25} rooks is maximum.

Couldn't you technically put 61 white rooks on the board and none of them attack the white pawns, as they are the same color?

It seems you do not understand the question.

What the maximum number of rooks you can place on this chessboard such that none of them can attack the white pawns.

However, I have edited the problem for clarity.

No, you have not understood my point. White rooks do not attack the white pawn, as they are incapable of capturing them. Please change the problem to "What the maximum number of black rooks you can place on this chessboard such that none of them can attack the white pawns.
