You can find a pattern as, in each row, figure in tile number 3 = figure in tile 1 + a bigger circule. Same algorithm for tiles 2 and 4.

If you look at the figure diagonally, a pattern will start to occur.

observe the pattern in every alternate column. a +1 in the number of rings and pattern is easy to be deciphered.
