We have 60 = 2 2 × 3 × 5 60 = 2^2\times 3 \times 5 , thus there are 3 × 2 × 2 = 12 3 \times 2 \times 2 = 12 divisors in total. Listing out the divisors less than or equal to 9 9 , we have 1 , 2 , 4 , 3 , 6 , 5 1, 2, 4, 3, 6, 5 , which gives 6 6 divisors in all. Thus the probability is 12 6 12 = 1 2 \frac{12 - 6}{12} = \frac{1}{2} . Hence a + b = 1 + 2 = 3 a + b = 1 + 2 = 3 .
