If the boy is driving illegally, then he must be 17 years old or younger.

So, the correct answer is Y ≤ 17

Can you please put 'illegal' in bold.

There is a slight awkwardness about this question. When a person is (say) seventeen and a half, it is generally accepted that both their age is greater than 17 but that they may still (truthfully) say “my age is 17”. In addition, a boy who is (say) 18 years old might not have obtained a driver’s license and drive illegally (or drive illegally with a valid driver’s license but drive illegally over the speed limit). That said the solution is that Y is less than or equal to 17, since mathematically if we remove the ages >17 we are left with ages 17 and under.
