drone problem

A new invention by military research organization is a super silent drone it can snipe enemies as quitely as possible, now to save its energy the programmer of it designed it in such a way that, after choosing the first enemy the drone will search the next enemy which is at least angular distance to the previous enemy and this goes on until all enemies are destroyed. If the 2nd enemy is in the clockwise direction to the first enemy the drone will choose the all of enemies by searching in the clockwise direction, the same goes for counter-clockwise direction, can robot destroy any finite number of enemy in his sight? If yes then why? if No then why?
