Shortly, sum of all the entries in any row or coloumn is 15. Thus the answer is 8.

each rows and coloum sums 15,then you have to think of a number that if u replace this number in the question mark the answer will be 15 either by rows or by coloum.that's why i get 8.

This is like a magic square only the diagonals not add up the same
If we add horizontally as well as vertically the sum we get is 15

i guessed 8 at first, because i saw most of the pairs across was multiple of 3, and then i saw all of them wasn't pairs of two, but i realized they added up to a multiple of 3, and i soon realized it was adding up to 15 horizontally and vertically

After looking at other solutions my solution seems too simple as I scanned through all of the numbers to see what appeared (1,2,3,4,5,6,7 and 9). I saw that 8 was missing and as they are all single digits it fitted
