Electricity and Magnetism

A charged particle moving with velocity v = i ^ + 3 j ^ \vec{v}=\hat{i}+3\hat{j} produces electric field E = 2 k ^ \vec{E} = 2\hat{k} at a point . if magnitude of magnetic field B | \vec{B} | at that point is given by a b c 2 \dfrac{a\sqrt{b}}{c^2} . Where c c represents the speed of light and a a and b b are positive integers, with b b square-free, find a + b a+b .

The answer is 12.
