Energy $E$ used by an appliance Is given by $E=Pt$ in $J$ , where $P$ is the power rating in $W$ of the appliance and $t$ is the time in $s$ the appliance is switched on.

Therefore,

$E_{TV}=250\times 60 \times 60 = 900000\space J = 900 \space kJ$

$E_{toaster}=1200\times 10 \times 60 = 720000\space J = 720 \space kJ$

Therefore, $\boxed{TV}$ uses more energy.
