Electro-volts

In Amazing Spiderman 2 Electro and Spidey face off in Times Square (for some reason, in superhero movies it's always New York that gets destroyed). At one point during this clip we see tentacles of electricity start to travel from the railing towards people's hands who are reaching for the railing, but not towards other people just running on the stairs. Due to this behavior, what is the best estimate for the voltage Electro has put on the railings?

You may assume the innocent bystanders are at zero Volts.

The dielectric breakdown of air takes place at 3 × 10 5 V 3\times { 10 }^{ 5\quad }V . Since only the people near the stairs are affected, the voltage must be near this threshold.

Now thats called application of physics ! :D

It's 3 3 x 10 5 V / c m . { 10 }^{ 5 } V/cm. That is, the bigger the air gap, the more volts it takes to spark over.
