I used proportions to solve this problem. In the foreign country, 2.5 = 3. Multiplying both sides by 4, we get 10 = 12. The question asks for 1/3 of 10, so dividing the latter by 3, we get (1/3)(10) = (1/3)(12), which results in (1/3)(10) = 4. Thus, our answer is 4.

The smallest integer greater than half of 5 is 3. Similarly the smallest integer greater than one-third of 10 is 4.
