the angle between 3 and 4 is 30 degree. but when the side of minute travels whole path of 60 minutes, the hour side travels 30 degree. so when the side of minute travel a 20 min path, hour side also travels 30/3=10 degree path. so the angle becomes 30-10=20 degree.
