In front of you are three bulbs. Each bulb lights up at a constant rate. 2 of them have the same rate and they are not synced to light up at the same time.

The answer is C, because A and B are never on together, which means that they have the same frequency therefore can never light up at the same time. On the other hand, C can be on together with A or B, which indicates that he has a different frequency from them and he can "catch up" to both of them.
