Cross multiply.

4 ( 2 y 7 ) = 3 ( 4 + y ) 4(2y-7)=3(4+y)

8 y 28 = 12 + 3 y 8y-28=12+3y

5 y = 40 5y=40

y = 8 y=\boxed{8}
