Since the two bases are parallel, the figure is a trapezoid.

A = 1 2 ( b a s e 1 + b a s e 2 ) h A = \dfrac{1}{2}(base~1~+~base~2)h

66.5 = 1 2 ( 7 + 12 ) x 66.5 = \dfrac{1}{2}(7+12)x

133 = 19 x 133 = 19x

x = 133 19 = 7 x=\dfrac{133}{19} = \boxed{7}
