A company sells fishing rods of various lengths. The following lengths are found in a batch which should be 2m long:

1.94 1.94 , 1.99 1.99 , 2.01 2.01 , 2.03 2.03 , 2.03 2.03

Rods shorter than 1.95m and longer than 2.05m cannot be sold. Based on the information from this sample, to the nearest percent, what percentage of rods cannot be sold? Assume the lengths of the rods are normally distributed.
