For there to be a chance of getting an equal number of heads and tails, there must be an even number of coins thrown, 17 is odd not even.
Thus, there is a 0% chance.

Assume this was possible. Then there would be 17 2 \frac{17}{2} heads, which is not a whole number! Thus, this is not possible, so the answer is 0 \boxed{0} .

Actually, this is not true, as one of them could have landed on its side.
