We can solve this using basics of algebra:

15 x + 5 6 = 3 15x\ +\frac{5}{6}=3

We can find out the value of x from shifting the fraction to the RHS and that divided by 15 is going to be equal to the value of x.

x = ( 3 5 6 ) 15 x= \frac{(3 - \frac{5}{6})}{15} )

= 13 90 = \frac{13}{90}
