Similar to the formation of colloidal solutions via condensation technique. The water molecules are already present below freezing point in the beaker. If kept for a sufficient amount of time, all the water gets converted to ice. But when stirred continuously, only some of the molecules of water form aggregates of ice crystals due to the disturbance caused by stirring effect. These aggregates are larger in size than the water molecules surrounding them and form a colloidal system, thus freezing to a slush.
