Since it's a function we can say that

y = x 11 x 11 y = \frac{x-11}{x-11}

For a function to be periodic it needs to have a range of values which it keeps to, to find out if it does we need to evaluate.

y = 1 y = 1

So it's a straight line going through the y y -axis at y = 1 y = 1 parallel to the x x -axis. In other words there is no range of values so it isn't periodic.
