Gear Rotation - Circuit Counters Problem

Two gears are connected and rotating at time = 0. They are attached to a circuit that has counters when the current is below a threshold of 0.31 Amps. All counters read zero count at t=0. There is a switch connected to the circuit and depends on the rotation of the second gear. After 1 minute, the green counter reads 300, the red counter reads 0, and the blue counter reads 300. What is the number of revolutions per minute of the first gear?

The answer is 20.
