In a recent election, Sideshow Bob and Joe Quimby decided to run for election for Mayor of Springfield. The decision depends on the results in two districts: City and Countryside. Whichever candidate wins both districts wins the election.

The results shows that

In the City : 15000 out of 25000 voted for Sideshow Bob, while 4000 out of 5000 voted for Joe Quimby.

In the Countryside : 1000 out of 5000 voted for Sideshow Bob, while 7500 out of 25000 voted for Joe Quimby.

Because there's a higher percentage of people who have voted for Joe Quimby in both the City and Countryside, Joe Quimby was re-elected as the Mayor of Springfield.

If the decision does not depend ​on winning individual districts​, but instead on the ​winning more votes in the entire population, then show that Sideshow Bob would have won the election. Also, if Sideshow Bob beat Joe Quimby by x % x \% of the total voters, what is the value of x ? x?

The total population is 30000 30000 ( 25000 + 5000 25000 + 5000 ) according to the denominators in both the countryside and the city.

Joe Quimby gathered 11 500 11\,500 votes ( 7500 + 4000 7500 + 4000 ).

Sideshow Bob gathered 16000 16000 votes ( 15000 + 1000 15000 + 1000 ).

So, 4500 4500 more votes ( 16000 11500 16000 - 11500 ) went to Sideshow Bob, representing 15 % 15\% ( 4500 ÷ 30000 4500 \div 30000 ) of the population.

I don't really understand the result of voting and tabulation data, could you explain more?

The things I don't understand are: - Why the City and Countryside have the same population? And the total population should be 60000 (sum of both districts)? - Why in City, you use two ratio 15000/25000 and 4000/5000 to determine Joe win? Where does the 25000 and 5000 come from?
