Total number 8 × 10 × 10 × 10 × 10 × 10 × 10 × 10 = 8 × 1 0 7 8 \times 10 \times 10\times 10 \times 10\times 10 \times 10\times10=8\times 10^7

Numbers that begin and end with 5 5 1 × 10 × 10 × 10 × 10 × 10 × 10 × 1 = 1 0 6 1 \times 10 \times 10\times 10 \times 10\times 10 \times 10\times 1=10^6

Percentage

1 0 6 × 100 8 × 1 0 7 = 1.25 \frac{10^6\times 100}{8\times 10^7}=\boxed{1.25}

Another approach would be to note that the probability that the number begins with a 5 5 is 1 8 \frac{1}{8} , and the probability that it ends with a 5 5 is 1 10 \frac{1}{10} . Thus the desired percentage is 100 ( 1 8 ) ( 1 10 ) = 1.25 100(\frac{1}{8})(\frac{1}{10}) = 1.25 %.
