It seems like it depends on many factors. If you're holding the bowl, then the ice cream will almost certainly melt faster.
If we assume that you have the bowl on a wooden table (a good insulator), and the silver bowl is much thinner than the glass bowl (quite common), then the silver bowl will soon come close to the temperature of the ice cream and the melting will slow down. The glass bowl (being thicker) will be able to transfer more heat to the ice cream and it could melt faster.
It's an interesting question. Perhaps an experiment is in order.....

In such problems like this one, it is optimal to assume that both bowls are facing equal factors that influence the time of melting. By the temperature of the surroundings I've meant that it doesn't completely depend only on the material of the bowl, but indeed on many other things, such like the ones you have stated. An interesting question indeed :)
if we use E = hf, then ice cream in the glass got more energy.

See the frequency is a factor dependent on source so frequency of this silver may not be equal to the frequency of silver u found out so it is advisable not to use this formula and more over quantum mechanics's equations do not hold in real life

I believe the major factor for ice cream to melt is conduction and radiation plays a small role unless the room is very hot or the bowls are placed in the direct sunlight.
By what quantity exactly do you know that glass has more energy than silver? This equation describes the energy of a light quantum particle, given that you know f, since h is a constant. This has nothing to do with the energy of a material of a bowl.
Im lost as to where in the question did it say it was a bowl made of silver? it said a silver bowl so a bowl that is coloured silver ? Could be a plastic bowl or silver plated over stainless etc etc .

It isn't stated otherwise. Since there is a glass bowl, there is a silver bowl. Both describe the material they are made of, there aren't stated any further details so it is assumed that it is made out of silver.
What about glass bowl letting more sunlight through?
Silver also has a lower specific heat than glass, making glass silver easier to raise the temperature of.
Simple. Ice just hates glass more because of the Great ice and glass war.

Since ice cream is placed on the silver bowl,its temperature will also decrease. Thus, the temperature of the bowl will be low. Then how will the silver bowl's ice cream melt faster.

Silver is a good conductor of heat, so it can transfer heat to the ice cream faster. Heat goes from high temp. to low temp.
The temperature of the silver bowl decreases because it transfers heat to the ice cream, thereby reducing its own temperature. Heat flows from a body at higher temperature to a body at a lower temperature. Thus, the ice cream melts, while the silver bowl becomes colder.
As Andrew Hucek said silver has a higher heat conductivity than glass. So the heat energy from the surrounding air will reach the ice cream more quickly via the silver than the glass. I think.
But what about any solar gain with glass acting as a small greenhouse?

Greenhouse effect won't occur in an open bowl as shown in the diagram.
Doesn’t this solution depend on the temperature of the room?
Because when the room temperature is lower then the temperature of the 2 bowls, the sliver bowl will be getting colder faster, so the ice in the glass bowl will melt faster.
Heat will more easily pass through clear glass while siliver will reflect more of the heat back in on the ice cream speeding up the melting processes.

In simple terms Silver absorbs more heat than a glass bowl. So the icecream will melt faster in the silver bowl.
This isn't that hard of a puzzle to solve, given simple science, in which we can apply to the real world: cooking.
We usually cook with pans, and the heat is attracted to metal, instead of the rubber handle
While baking a boxed cake,if you use a glass pan, it will probably tell you to cook it for longer.
There are two properties of Silver that explains why you will observe the ice cream melt in less time. The thermal and electrical conductivity of Silver is higher than that of Glass. Therefore, Wiedmann-Franz law states that ice cream will melt for quickly in a Silver bowl than Glass a bowl.

Thermal Conductivity of Silver is more than Glass. So Silver will have conduct (Absorb) more of room temperature than glass, hence ice cream melts faster.

room temperature remains same for both the materials but when it comes to silver it has more thermal conductivity so it has the capacity to absorb more heat than glass
This is basic thermodynamics of different materials. Thermal conductivity of silver is about 400 W/ m K, Glass is at .8 W/m K and this a much better thermal insulator.
Glass has low conductivity as compared to silver. Silver will catch heat from surrounding more quickly thus melting ice cream faster.
As silver is good conductor of heat , the heat will melt the ice easily in comparison of the glass bowl (which is an insulator).
Assuming all conditions are equal, the only difference is that the silver will give off heat quicker than the glass ( silver conducts heat well). This means the ice cream absorbs heat quicker in silver, i.e. melts faster.
The metal bowl is a conductor and will conduct atmospheric heat into the ice cream. The glass bowl is an insulator and will insulate the ice cream from the atmospheric heat. The ice cream will melt faster in the metal bowl.
Ice cream heats up faster in a silver cup compared to glass cup as silver's thermal conductivity is more.

It slightly depends on the tempereture of the surroundings, but silver has a significantly higher heat conductivity (mostly denoted by λ ). This is due to the motions of the electrons in their last orbitals (valence electrons). Also, the Wiedemann-Franz law states, that

where k = 3 [ F R ] 2 is the ratio constant.( R is the gas constant, and F is the Faraday charge.)
Stated in words, the ratio between thermal conductivity and electrical conductivity is directly proportional to the temperature of the material.
As said, since silver is higher in both of these statistics, the ice will melt faster in a bowl made of silver .
