hardness property of the material

I had a material of HSS with the hardness property has (65-68 hrc). And i want (48- 50 hrc). So what was the suitable procedure to reduce the hardness property of the material.
after quenching process
700 temp for 1 nd half hour
after annealing process
tempring process at temperature 700 degree for an hour
