The color ratio is the same in the black outlined triangle as the whole diagram, and in the black outlined triangle there are an equivalent of 5 5 little congruent triangles that are teal and an equivalent of 4 4 little congruent triangles that are orange, so the ratio is 5 : 4 \boxed{5:4} .

How is this rated as a level 4 problem when I marked it as easy?

I'm not sure, maybe it got changed because a low percentage of people got it correct (currently 39%)?

Probably, but it isn't level 4 by any means, at most a level 2 for me.

The largest hexagon is 3 times the size of the parahexa pentagon, so its area should be 3² = 9 times as large of a complete little hexagon. We can see that there are 6 parahexa pentagons, so their total area must be equal to 6 × (5/6) = 5 complete little hexagons with teal colour.
