Can a cylindrical hollow conductor conduct high frequency signals through it?

No, it cannot conduct. No, if the conductor is not hollow it will definitely conduct. Yes, as hollow conductors behave as waveguide at high frequency. Yes, the charge carriers can travel at the surface of the conductor, making it possible to conduct.
