3[x]+1 = 2[x-3] +5

3( x-{x}) -4 = 2( x-3 - { x-3} ) {x} denotes the fractional part of x.

{x-3} = {x}

after simplification

x+2={x} hence -2<=x<-1

[x]=-2 hence y=-5 [x+y] = -7
