There are 64 64 horses who are going to race and you can only race 2 2 horses at a time.

What is the minimum number of matches required to find the fastest and the 2 n d 2nd fastest horse ? ?

Note that each horse has a fixed speed.

Let horses race by play-off system. Then after 63 matches we know the winner. Every horses besides the winner lost its last race. If horse lost to the winner maybe it is the second. Every other horse lost to the second or worse and can't be the second. There are 6 horses which lost to the winner. By 5 races we can know who is the winner. 63+5=68

So sneaky! It makes people assume the horse which just lost to the winner is second!
