The answer is no because the cat sneezes when it rains but the vice versa that is it should rain whenever the cat sneezes is wrong. Hence the answer comes out to be no

I had a different thought: If the cat sneezes, it means that it can rain any time after the sneeze, it can be tomorrow or in a decade
