You will always be able to create a 1-2-1 chain, which your friend will be unable to stop.
Start by playing on a 1. If your friend plays on either a 3, a 2 that is not adjacent to your 1, or another 1, you play on the 2 next to your 1 furthest from where they played, forcing him to block. Then, you play on the 1, creating the chain. If instead your friend opens on a 2 adjacent to your 1:
