21 21 people per minute enter a previously empty train station beginning at 7 : 00 7:00 pm. Every 9 9 minutes beginning at 7 : 04 7:04 pm, a train departs and everyone who has entered the station in the last 9 9 minutes gets on the departing train. If the last train departs at 8 : 25 8:25 pm, what is the average number of people who get on each of the trains leaving from 7 : 00 7:00 pm to 8 : 25 8:25 pm, inclusive?

From 7 till 7 : 04 7 \text{ till} \ 7:04 we have 21 × 4 = 84 21\times 4= 84 people.

Every 9 9 minutes gives 9 × 21 = 189 9\times 21= 189 people.

From 7 : 04 8 : 25 7:04 - 8:25 we have 9 9 nine minutes intervals:

7 : 04 , 7 : 13 , 7 : 21 , 7 : 30 , 7 : 39 , 7 : 48 , 8 : 07 , 7 : 16 , 8 : 25 7:04, 7:13, 7:21, 7:30, 7:39, 7:48, 8:07, 7:16, 8:25 \implies

The average is 1 ( 84 ) + 9 ( 189 ) 1 + 9 = 178.5 \large\frac{ 1(84)+9(189)}{1+9}= 178.5

There is a mistake in your solution, it should be 7 : 04 8 : 25 7:04 - 8:25 instead of 7 : 04 8 : 25 7:04- -8:25
