First flag can be chosen in 4 different ways and others can only be chosen in 3 ways according to question....so 4 * 3^5=972=324 * 3. Hence 3 is the answer.

consider the flag to be a collection of six boxes and then pick up any four of them to be randomly filled . Now in remaining cases, the position of two blank boxes will matter for calculating permutations
