Ionic compounds do not form intermolecular forces. Salt ( N a C l \ce{NaCl} ) is ionic, while water is a covalent compound. Water is a polar molecule, so it forms dipole-dipole forces and hydrogen bonds with other water molecules, regardless of the state of matter.
