59 a prime number . so the number must be 1 or 59 it self.

This is only true if the 59% is exactly 59% (instead any other number which rounds to 59%) and this value is valid exactly k (integer) seconds after the download started.

There is no indication that the percentage is shown after rounding it to the closest integer. It said the internet speed is Integer not the percentage. If the parentage is a fraction, fraction will be displayed.
