Interstellar Robbery

There has been a break-in in the interstellar bank. There are two suspects - Glib, and Gloob. If we assume that the robber always lies, and the other person always tells the truth, what statement can certainly , 100%, be said by either person? Basically, which statement would confuse the police?

Robber: I am not the robber (meaning he is the robber) - lies
'Other Person': I am not the robber (meaning he is not the robber) - tells the truth

If the liar says "I am not the robber", it means he is the robber since his statement is a lie. If the truth teller says "I am not the robber", it means he is not the robber since he tells the truth.

If the liar says "I am not the robber", then the statement is not true.

Why, then, does this statement satisfy "what statements can certainly , 100%, be correct, no matter who says it?"

The statement is incorrect when the robber says it.
