Black color in a material to the human eye is due to the material absorbing all light in the visible light spectrum. Since we are only talking human perception here, to appear black to a human, the material has to absorb all light only in the wavelength range perceptible to the human eye, which is approximately 380nm to 780nm for the average human.[https://www.konicaminolta.com/instruments/knowledge/color/part2/02.html)
