The first row are known as XOR logic gates.

They are only activated if there is either or of the functions in operation or in activation. Since there is a negation from the NAND, XNOR, NOT, NAND, and then NOR gates we can infer that when y = 1 y=1 then X O R XOR at the end is off, or X O R = 0 XOR = 0 both ways.
