An electricity and magnetism problem by A Former Brilliant Member

A thin non-conducting ring of radius 1m, mass 1kg and charge 1C can freely rotate about it's axis. Gravity is absent. Initially the ring was at rest and no magnetic field was present. Then a uniform magnetic field is switched on in the direction perpendicular to the plane of the ring and growing with time at a rate of 1Tesla/sec. What is the angular velocity of the ring after 10 seconds?

The answer is 5.
