Consider pole bulb as the origin. Now draw a radius vector from the origin passing through your head and terminating at the road. The tip of the vector on the road will signify your head's shadow. Now at a particular angular velocity w, the speed of the shadow will greater than your head's speed no matter where you are as v=rw so v is directly proportional to r.
