Logic Level 1

A boat stationed at the coast has a rope ladder tied to the deck such that the 13th cross step (from the deck) touches the sea level.
Each cross step has a distance of 1ft (between each cross step). The tides causes the sea level to rise at the rate of 0.5 m/hr .And the tide takes 4 hr to completely rise and fall.
How many times does the sea level cross(or touch) the 10th cross step (from the deck) in a day ?
