Legal or Illegal?

Chemistry Level 2

In a work environment, the upper limit on ammonia (density 0.771 g/L 0.771\text{ g/L} at room temperature) concentration is 50 ppm 50\text{ ppm} (volume/volume). Air from a factory was drawn through a solution containing 100 ml 100\text{ ml} of 0.0105 M 0.0105\text{ M} solution of H C l \ce{HCl} . Assume neutralization goes to completion. After drawing air through the acid solution for 10 minutes at a rate of 10 L/min 10 \text{ L/min} , the remaining acid required 13.1 ml 13.1\text{ ml} of 0.0588 M 0.0588\text{ M} of N a O H \ce{NaOH} for complete neutralisation. Is the factory legal?
