In this problem. there is no need of height as it was given to think on it . so in the problem the arcs on the three circles made one circle. therefore circumference of the circle =2 * pi * 3.5 . and, you can see in the fig. the ropes other than the three arcs, the diameter of the the two circles act like the three lines therefore adding all u can get 7 * pi + 21 therefore , a + b = 28

In fact, by giving the height, you allow for the possibility / interpretation that the rope is tilted in the z-dimension, would would result in a different answer.

no I have given a note that the rope is tightened

I haven't understood how the length of the remaining three parts of rope = the diameter of 2 circles.
