Well -2 can also be the answer as

3^2-2+3^-(-2) 1+9 =10

${3}^{2}=9$ and ${3}^{3}=27$ .

It is obvious that $x<3$ ,as the first power is $x+2$ , $x$ cannot be 1 and 2 . That leaves us with $x=0$
