Even,I was think about that,but then there would be multiple answer. For ex. 3 2 3^2 = 009 = 900

Right, as you see the first statement is "If 9 is to 3", will give you a hint that 9 is the square of 3 but the second and third give you more challenging mind blogging statements. Using your first statement, you know that in second statement that 16 is the square of 4 but the statement gives you that 61 is to 4. See that if you reversed 16, it will give you the number 61 that would correlates the second statement. It is just the same with the third statement, therefore the square of 25 is 625 and taking its reversed order, it will give you the answer 526 as a correct number in the analogy.
