The second average is

1 4 × [ ( 3 p 2 q ) + ( 2 p 3 s ) + ( 5 r + 8 s ) + ( 7 q 28 ) ] = 1 4 ( 5 p + 5 q + 5 r + 5 s 28 ) = \dfrac14\times[(3p-2q)+(2p-3s)+(5r+8s)+(7q- 28)]=\dfrac14(5p+5q+5r+5s-28)=

5 × p + q + r + s 4 28 4 5\times\dfrac{p+q+r+s}{4}-\dfrac{28}4 = 5 ( 3 ) 7 = 22 =5(-3)-7=\boxed{-22}
