Make 3 groups of 3 balls each and weigh 2 of them once. The one that weighs more is likely to have the heavier ball. Now weigh 2 balls from the heavier bundle if they same the 3rd one is the heavier ball. If the 2 groups weigh same, weigh any 2 balls from the 3rd group if the 2 balls weigh same then the 3rd ball is the heavier one.
