From what we know, all times with a 3 digit can be eliminated. As we do this, we realise each hour on the watch will only last 45 minutes as we eliminate the values X:03, X:13, X:23, X:30-39, X:43 and X:53. Using this, we now wish to go back 140 minutes, which, in weird Timelord time, is 3 hours and 5 minutes (3 x 45 minutes + 5 minutes).
Notice, however, that once we go back in time by one minute, we are at 3:59, so we must eliminate this entire hour, so to a Timelord, going back in time by one minute from 4:00, would lead to 2:59.
Going from 4:00 - 2:00 takes 45 minutes, 4:00 - 1:00 takes 90 minutes, and 4:00 - 12:00 takes 135 minutes. We then take off the remaining 5 minutes to get to 11:55.
