There are several squares that can be made:

  • 9 unit squares
  • 4 2x2 squares
  • 1 3x3 square
  • 4 diamond shaped squares

  • 2 squares like this

Total: 9 + 4 + 1 + 4 + 2 = 20 9+4 + 1 + 4 + 2 = \boxed{20}
