It is a fact that a new born baby's skeleton is made of cartilage. The answer can be found by eliminating the other options by knowing what they are.

The first option (flesh) is obviously wrong else the baby would have been like a jelly without any supporting infrastructure(bones).
The second option (bone marrow) is the erythropoetic organ present inside the bones.
The third option (ligaments) is the connecting organ of the bones and muscles.

The only option left is cartilage.
