There is a bag containing 9 numbered chits 1,2,3....,9. A man takes out one chit from the bag and said that it is number a and then takes out another chit and said that it is number b after putting the chit a back in the bag. Assuming that the man said the truth, if the probability of the inequality a -2b + 10 > 0 to be true can be expressed in the form of a/b where a and b are co prime integers. Find the value of a+b.
